Associate Director, Psychometrics and Test Development

DESCRIPTION
The National Council of State Boards of Nursing (NCSBN) is the national association for regulatory agencies for nursing. NCSBN assists and supports boards of nursing to act together on matters of common interest and concern affecting public health, safety, and regulation. This includes the development of national nurse licensing examinations. Currently we are seeking an Associate Director, Psychometrics and Test Development for our Examinations Department.

Position provides leadership, technical support, and ensures integrity of examination psychometrics and test development for a variable length computer based exam with almost 300,000 candidates tested annually. Directs activities of the Psychometrics and Test Development groups of the department. Areas of oversight include statistics, data management, performance monitoring, and managing test service relationships for NCSBN licensure examinations including the NCLEX®.  Position ensures exam results are interpreted correctly and that scoring and analysis complies with industry standards. Ensures that examination development, scoring and analyses complies with industry standards and that examination results and analyses are interpreted correctly. Initiates research to improve examination development and performance. Provides and monitors NCSBN exam information through memos, reports, Web content, presentations, articles, and calls. Acts as liaison with Member Boards to provide support for their NCLEX® data and test development requests. Initiates, conducts, and supervises research projects concerning the performance of examinations and possible improvements via a Joint Research Committee comprised of external and well-respected psychometricians. Assists staff by reviewing and editing their research statistical analyses.  Performs other duties as assigned.

REQUIREMENTS
Position requires a Ph.D. in Measurement and Testing, Psychometrics or related field, combined with three years of applied experience, preferably in a large-scale testing program, or equivalent combination of training and experience is required. RN preferred but not required. Previous experience in psychometrics including adaptive testing, item response theory, specifically the Rasch model, and certification or licensure testing.  Previous management experience required.  Three years experience with certification or licensure testing. Experience managing research projects. Strong leadership, project management, presentation, organizational, problem-solving, communication and customer service expertise with great attention to details and deadlines. Flexibility, team player mentality and ability to manage multiple priorities are essential. Ability to communicate technical psychometric concepts orally and in writing to all customer bases including committee members and governing boards. Strong technical expertise including MS Office including familiarity with Access databases, advanced level of experience using SAS in a UNIX environment is required.
